<p>The effective management of risk and review of incidents should be supported by sound risk assessment and protection/care planning which must outline the structures in place to manage the broad range of financial and organisational risks encountered in delivering complex service arrangements.</p>
<p><strong>Principal requirements are:</strong></p>
<ul>
<li>Processes to identify and assess risk; evaluate measures reducing the chance of something going wrong by effective protection/care planning</li>
<li>Training for staff and managers.</li>
<li>Assessments carried out and regularly updated by competent staff for all identified risks.</li>
<li>Assessment that involves a level of management that is appropriate to the nature and scale of the risk.</li>
<li>Decisions should be clearly recorded and the resulting actions implemented.</li>
<li>Clear reporting procedures established for each service where the identification of risk and risk management actions are recorded.</li>
<li>Services must ensure that appropriate, cost effective actions are taken to manage and control risk.</li>

		<description><![CDATA[Following a tendering process by Hull City Council, Hull CVS has been awarded the contract to host the LINk in 2012-13.]]></description>
			<content:encoded><![CDATA[<p><img class="alignright" title="Hull CVS Logo" src="http://hullcvs.co.uk/wp-content/uploads/2011/01/CVS-LogoJPG.jpg" alt="" width="200" height="65" />Following a tendering process by Hull City Council, Hull CVS has been awarded the contract to host the LINk in 2012-13. This means Hull CVS will be supporting the LINk until April 2013 when the new Local Healthwatch starts work. Local Healthwatch is the new service which will build on the work of LINks and strengthen the collective voice of local people in health and social care.</p>
<p>There have already been discussions between the council, LINk host and LINk Steering Group to agree a way forward for the final year of the LINk and ensure members can continue to have their say on local services and receive regular updates, information and event invitations. The next meeting of the LINk Steering Group will agree plans for the next major LINk investigation and publication of this year’s LINk Annual Report. 			<content:encoded><![CDATA[<p>In 2010 the government set out proposals to create a patient-centred NHS, which focuses on improving both patient experience and health outcomes, and that empowers professionals to take control of services.</p>
<p>Patients will be “put at the heart of the NHS” and have more choice over how and where they are treated. They will be given control over their care records and be able to compare the performance of hospitals and clinicians online. The government promises to scrap “top-down” targets in favour of a regime based on clinical outcomes. An independent NHS Commissioning Board will oversee the new regime, with local councils taking over the public health element of the PCTs’ work, and GPs taking the responsibility for commissioning local health services.</p>
<p>Liberating the NHS – the health secretary, Andrew Lansley sets out a wide range of radical measures, including proposals to:</p>
<ul>
<li>Give groups of GPs      responsibility for commissioning NHS services through the creation of GP      consortia across England.</li>
<li>Allow patients to register with      whichever GP practice they choose, regardless of where they live.</li>
<li>Enable patients to choose which      hospital and consultant-led team they want to be treated by.</li>
<li>Force all NHS trusts to become      self-governing foundation trusts with the “aim to create the largest      social enterprise sector in the world”.</li>
<li>Establish a new independent NHS      Commissioning Board to oversee GP commissioning.</li>
<li>Phase out 150 primary care      trusts and 10 strategic health authorities, at the cost of thousands of      administrative jobs.</li>
<li>Reduce NHS management costs by      more than 45% over the next four years.</li>
<li>Cut numbers of NHS quangos and      streamline the Department of Health.</li>
<li>Give councils responsibility to      support integration across health and social care.</li>
<li>Ring fence the public health      budget.</li>
<li>Oblige doctors to keep data on      their own performance and publish detailed evidence of hospital mortality      rates.</li>
<li>Establish a new consumer      champion, HealthWatch England, to strengthen the voice of patients and the      public, under the aegis of the Care Quality Commission, but led by local      authorities.</li>

<p>Many of the estimated 23,000 unpaid carers in Hull are now receiving far greater, more accessible support and information near to their own homes with ‘Care-About, an outreach project for carers’. Outreaches are held across the city on a weekly basis and Care-About has access to an information bus four weeks a year, thanks to a generous five year grant from the Big Lottery Reaching Communities Fund.</p>
<p><strong>What is an unpaid carer?</strong></p>
<blockquote><p>“A carer is someone of any age who provides unpaid support to family or friends who could not manage without this help due to illness, disability, mental ill-health or a substance misuse problem.” Princess Royal Trust for Carers, 2010</p>
<p>Many individuals we meet don’t recognise themselves as carers, despite the high level of support they provide, time and time again carers tell us “it’s just something you do isn’t it? Care for a loved one when they need your support, I didn’t recognise myself as an unpaid carer”. Alison, 34, of Bransholme.</p></blockquote>
<p>However, caring can creep up on any of us, before you know it you have less and less time to actually see what support is out there, whether it be financial, emotional or practical. Just offloading onto another person can relieve some of the stresses and strains of caring. We are here to listen and put carers and the people they care for in touch with the right support, advice and information.</p>
<blockquote><p>Kath Nicholson Assistant Manager of the Carers Centre says:  “we advise hundreds of carers every year and know that if carers are provided  with the relevant information and support their caring role can be less stressful, a more positive experience and lead to better physical and mental health”</p></blockquote>
<p>Remember… whether you are receiving Carer’s Allowance or not, you may still be classed as an unpaid carer. There is definitely more support out there than you think.</p>
<p>In addition to having a wide range of community services on the information bus, carers will also be able to learn about how to increase their well-being and improve their health. Gymophobics will be onboard offering discounted gym memberships for carers who register with us and the British Red Cross will be promoting their free therapeutic massage service for carers and disabled people.</p>
